Crete, Lies and Democracy

The Cretan Epimenides is known for the Liar's paradox:

As a Cretan he claims, all Cretans lie.

If he is a Cretan, he lies, so it's not true that all Cretans lie.

So there's my riff on this:

If there is a democracy, one can claim in public the fact that there is no democracy.

But if there is no democracy, one cannot claim in public the fact that that there is no democracy.
